The Government of Norfolk Island provides for direct participation of the Norfolk Island People in governance through established processes.
Ways to Participate
Direct participation of the Norfolk Island People is the foundation of our system of self-government. There are many meaningful ways to contribute to decisions, shape policy, and strengthen our democratic institutions.
Attend
Join the General Assembly and other public forums to witness governance in action and contribute to community decisionmaking. The General Assembly is the highest decision making body of the Norfolk Island People.
Contribute
Share your views through public review processes, including submissions on the Governance Charter, committee Terms of Reference, and other motions released ahead of the General Assembly. Submissions can be made online or in person at the GNI Hub.
Engage
Participate in committees, working groups, and advisory bodies to help shape specific areas of policy and community development. Draft Terms of Reference for committees will be released for public review prior to adoption at the General Assembly
Enrol
Register on the electoral roll to participate in formal voting processes. You can enrol online or in person at the GNI Hub, where staff can assist with criteria and documentation.

During set public access hours, you can:
- Get information about current governance work
- Review documents on public review
- Make submissions in person
- Ask questions and speak with staff
- Enrol on the electoral roll
- Access support with evidence requirements or forms

Join the Electoral Roll
Ensure your voice is counted in formal voting processes. Enrolment is open to all eligible Norfolk Island residents.
Eligibility to Vote:
✓To vote, you must be 18 years or older.
You must also meet one of the following:
✓Resident of Norfolk Island for 5 years or more (the 5 years do not need to be consecutive, and your usual home must be Norfolk Island even if you are temporarily away); or
✓Native-born of Pitcairn descent (born on Norfolk Island or Pitcairn Island).
✓All voters must be able to vote in person on election day.
Upcoming Opportunities
Public Review - Governance Charter and Operational Manual 2026.
The Governance Charter will be available for public review prior to the General Assembly.
Community feedback will help inform the final version that will be considered for adoption at the General Assembly on 30 May.
Public Review — Committee Terms of Reference (TOR)
The draft Terms of Reference for the initial committees will be released for community review ahead of the General Assembly.
Following the review period, the TOR will be brought forward for adoption at the General Assembly.
Motions for Community Review
In the leadup to the General Assembly, the Government will release additional motions and proposals for community review.
These motions will be published progressively and will be considered by the General Assembly on 30 May.

The General Assembly is the highest decision making body of the Norfolk Island People.
At this Assembly:
- The Governance Charter will be presented for adoption following its public review period.
- The Committee Terms of Reference will be considered for adoption.
- Additional motions released during the review period will be brought forward for community decision.
- Community members will participate directly in decisions shaping the Island’s governance and institutional development

NORFOLK ISLAND LAND TRUST - COMMUNITY CONSULTATION FEEDBACK FORM
The Government of Norfolk Island is seeking community feedback on whether Norfolk Island should further explore the concept of a Norfolk Island Land Trust.
This consultation is for discussion only.
No Land Trust has been proposed for establishment and no decisions regarding land ownership or governance have been made.
