Operations
How the Government of Norfolk Island delivers on its commitments through structured frameworks and transparent processes set out in the Governance Charter.
Operational Framework
Government operations are structured to ensure that all work is delivered in a way that is constitutionally grounded, transparent, and aligned with the will of the Norfolk Island People.
Operations follow the Governance Charter, which sets out the constitutional foundations, decision making pathways, and stewardship obligations that guide all government activity.
1. Constitutional Alignment of Operations
All operational work must reflect the Charter’s core principles:
- Popular Sovereignty — authority flows from the People
- Constitutional Continuity — decisions must align with the 1838–1856 constitutional order
- Stewardship — decisions must protect environmental, social, economic, and cultural wellbeing
- Transparency & Accountability — all actions must be open to public scrutiny
Operations are not simply administrative processes; they are the practical expression of constitutional governance.
2. Integration with the DecisionMaking Framework
Government operations follow the Charter’s dual pathway system:
Pathway A — Executive Pathway (The House)
For Category C & D matters
- Officer review
- Councillor oversight
- Decision by The House
- Publication & implementation
Pathway B — Constitutional Pathway (General Assembly)
For Category A & B matters
- Notice Papers
- Public review
- General Assembly deliberation
- Community decision
This ensures that operational work is always aligned with the correct constitutional authority.
3. Member Portfolios & Pillars
Operational responsibilities are organised through Member Portfolios, each aligned with one or more of the Charter’s Operational Pillars.
Each Member is accountable for:
- Delivering work within their portfolio
- Ensuring decisions meet sustainability and stewardship requirements
- Elevating matters when required
- Reporting progress to the community
This structure ensures coordinated delivery and clear lines of responsibility.
4. Operational Pillars (2026)
The seven pillars define the government’s operational priorities for the year:
- Constitutional Sovereignty & Lawful Continuity
- Democratic Legitimacy & Participation
- External Relations & International Standing
- Rule of Law, Rights & Civic Protection
- Fiscal Sovereignty & Economic Governance
- Culture & Intergenerational Stewardship
- Separation of Powers & Responsible Executive Government
These pillars guide all operational planning and reporting.
5. Action Plan & Delivery
Government operations are delivered through a structured Action Plan that includes:
- Measurable Objectives — clear targets for each initiative
- Assigned Responsibility — Member or committee accountable for delivery
- Timelines — defined milestones and completion dates
- Quarterly Reporting — public updates on progress
This ensures that operational work is trackable, accountable, and transparent.
