Operational Framework

Government operations are structured to ensure that all work is delivered in a way that is constitutionally grounded, transparent, and aligned with the will of the Norfolk Island People.


Operations follow the Governance Charter, which sets out the constitutional foundations, decision making pathways, and stewardship obligations that guide all government activity.

1. Constitutional Alignment of Operations

All operational work must reflect the Charter’s core principles:

  • Popular Sovereignty — authority flows from the People
  • Constitutional Continuity — decisions must align with the 1838–1856 constitutional order
  • Stewardship — decisions must protect environmental, social, economic, and cultural wellbeing
  • Transparency & Accountability — all actions must be open to public scrutiny

Pathway B — Constitutional Pathway (General Assembly)

For Category A & B matters

  • Public review
  • General Assembly deliberation
  • Community decision

This ensures that operational work is always aligned with the correct constitutional authority.

3. Member Portfolios & Pillars

Operational responsibilities are organised through Member Portfolios, each aligned with one or more of the Charter’s Operational Pillars.

Each Member is accountable for:

  • Delivering work within their portfolio
  • Ensuring decisions meet sustainability and stewardship requirements
  • Elevating matters when required
  • Reporting progress to the community

This structure ensures coordinated delivery and clear lines of responsibility.
